Rosa is a regional administrative hub and river city, larger, wealthier, and more politically layered than Spina.
Where Spina holds, Rosa organizes.

It exists to coordinate, not to inspire.
Most power here is exercised quietly, through schedules, permits, and supply chains rather than force.

Physical Description

Rosa is a small city, originally built by the Verdanni, and some of it's original trees and buildings are still used. Outside the - Size: Small city; a few districts spread across layered tiers, including tree houses - Geography: River-fed lowlands at the edge of forest and foothills - Climate: Mild and wet compared to Spina; reliable seasonal cycles - Notable Features: - Wide river channels and managed floodplains - Bureaucratic districts and warehouses - Older Verdanni-built water systems expanded by the Empire - Roads radiating outward toward Spina, Riverwood Keep, and inland cities

Unlike Azura, Rosa does not rule.
